As a senator, Bradley, a Democrat, helped lead negotiations over the bipartisan Tax Reform Act of 1986. Bradley says Washington has become increasingly partisan, but he believes members of Congress will be able to make a last-minute deal to avoid the so-called "fiscal cliff."
