As New York and New Jersey grapple with how best to protect themselves from future storms like Hurricane Sandy, cities like Norfolk, Va., and Ocean City, Md., are leading by example. Long subject to tidal and storm flooding, these local coastal communities are knee-deep in shoring up their defenses against rising sea levels. And in Ocean City, those efforts are paying off.
