This week's focus is on how government runs - from elections and campaign financing to voting and performance data. Our guests are Jaime Raskin, a Maryland State Senator and American University Law Professor, and Bradley A. Smith, a former Chairman of the Federal Election Commission and Capital University Law Professor. They will debate the merits of taxpayer-funded elections, term limits and sunset clauses.

Jamie Raskin is a professor of Constitutional Law, the First Amendment, and Legislative Process and founding Director of the Program on Law and Government (with the late Tom Sargentich) at American University.

Raskin is a Maryland State Senator who represents Silver Spring and Takoma Park and serves on the Senate Judicial Proceedings Committee and chairs the Special Committee on Ethics Reform. He has been described as the Senate's "constitutional authority" (Washington Post), the "whiz kid of the General Assembly" (Silver Spring Voice) and "one of Maryland's Top Ten Most Effective Senators" (Maryland Gazette of Politics and Business).

Bradley A. Smith holds the Josiah H. Blackmore II/Shirley M. Nault Designated Professor of Law position at Capital University Law School. A 2010 recipient of the Bradley Prize, he is one of the nation's leading authorities on election law and campaign finance.

In 2000, he was nominated by President Clinton to fill a Republican-designated seat on the Federal Election Commission, where he served for five years, including serving as Chairman of the Commission in 2004. Mr. Smith has been on the Capital University Law School faculty since 1993. He also has taught law at George Mason University in Virginia.
