If the Silver Line to Dulles does not reach substantial completion by April 9th, 2014, lead contractor Bechtel can be fined $25,000 per day. The public has been awaiting the Silver Line for a while now; it was last announced the line would open in January. Martin Di Caro explains why we’re seeing yet another hold-up.
