The District is used to controversies over education policy. But a debate about homeschooling has sparked one of the most contentious education disputes the city has seen in a long time. School board members are preparing to vote on new homeschooling regulations next week, and they're getting thousands of e-mails from parents around the country trying to sway those votes.
