Already known for its environmental activism, Arlington launched a plan last January to reduce the county's carbon emissions by 10 percent. It involved everything from buying wind-generated electricity to installing fluorescent light bulbs. As the initiative approaches the one-year mark, we look at how it's fared -- and hear about a new measure to make the whole state of Virginia more environmentally savvy.
