Democracy spread to more than half the world's countries during the 20th century, but U.S. democracy promotion efforts have not succeeded in Iraq, Afghanistan, or the Arab countries of the Middle East. A foreign policy expert describes the evolution of modern democracy and the conditions needed for it to take root.
