A Baltimore law firm hired by Dorchester County, Md. is asking rural counties to challenge the new federally-led Chesapeake Bay restoration effort, according to a letter from the Chesapeake Bay Foundation posted on Maryland Governor Martin O'Malley's blog.

The foundation has sent a letter to O'Malley calling the effort "the most serious attack on clean water" that it has seen in Maryland.

O'Malley wrote in response that restoring the bay will take a coordinated effort and he wanted to share what he called a disturbing letter about an effort that threatens to undermine that effort.

David Funk, of the Baltimore law firm Funk & Bolton, tells the Associated Press the firm is representing local governments that are trying to determine what is the most cost effective way to restore the bay.
