O'Malley Taking Another Step Towards Presidential Bid

He's still undecided about whether he will run, but Maryland Gov. Martin O'Malley says he's started laying the "framework" for a presidential bid in 2016.

O'Malley made the comments to reporters during the National Governor's Association meeting in Milwaukee over the weekend, according to the Baltimore Sun. The framework for an O'Malley presidential bid would include much of what the governor has said in four speeches this year, including last month's address outlining actions to combat climate change in Maryland and an earlier speech to the Center for American Progress in D.C. about growing the middle class.

Despite rumors that he's now setting up a potential campaign, O'Malley says he's still undecided on whether he will actually run for the Democratic nomination, a decision he has previously said he will make by the end of the year.
