D.C. Public Schools and Achievement Prep plans to create a partnership school that will open in time for the 2014 academic year. The new school will be located at Malcolm X Elementary School. The building was supposed to undergo a $21 million renovation, but the city council reduced that budget to $6 million.

Shantelle Wright who heads Achievement Prep says she and the Chancellor Kaya Henderson are "very disappointed" about the decision.

"It won't impact what the chancellor and I are trying to do around education reform, but the reality is we need to have facilities that are as high quality as the programs we're offering, and our children deserve that," says Wright.

The new partnership also has other details to work out. For example, it isn't clear whether teachers at the new school would be unionized. Also, it's not clear how it will operate as a neighborhood school when charters are supposed to be open to anyone in the city. Wright says she will talk to parents about any concerns.

"They understand our purpose, but they want to make sure we don't change and lose our quality in this," she says.

Achievement Prep is one of the highest performing charter schools in the city, serving middle school students. There will be a community meeting for parents on May 21.
