Colin Small, 23, was accused of throwing away completed Virginia voter registration forms.

A Pennsylvania man charged in Virginia with throwing away completed voter registration forms no longer faces felony counts.

A Rockingham County district Court judge has dismissed eight felony charges against Colin Small.

Small was conducting voter registration drives for the Virginia state GOP when eight completed registration forms were found in a trash bin back in October 2012.

Small was arrested and charged three days later. Authorities say Small disclosed Social Security numbers when the forms were tossed. The ruling by Judge Marvin Hillsman claims the forms' disposal did not cause the numbers to be revealed publicly.

Small, a 23-year-old resident of Phoenixville, Pa., still faces five misdemeanor charges.
