The Alexandria City Council has approved the waterfront plan.

Alexandria city leaders are moving forward with a controversial proposal to increase density on the waterfront and allow hotels.

After more than two years of heated discussion and debate, the Alexandria City Council has finally approved the plan, but only after hearing hours of testimony from neighbors in Old Town who say the plan allows too much density at three sites slated for redevelopment.

The plan began taking shape several years ago, when The Washington Post brought a lawsuit challenging the existing zoning as too small. So city officials gave the Post everything it wanted, and more, in exchange for developer contributions to open space and flood mitigation.

Opponents say they are disappointed, but they are holding out hope that the Virginia Supreme Court might take action this spring to overturn the plan.
