At Sixth and I on Tuesday night, Mayor Vincent Gray will lay out his proposals.

D.C. Mayor Vincent Gray will deliver the State of the District address Tuesday night.

This will be the third State of the District address for Gray. Tonight he is expected to call for a major investment in affordable housing, which may include a one-time payment to the city's housing production trust fund.

Gray is also expected to call for an increase in pay for city government employees.

City officials recently announced a $417 million surplus, and while most of that money will be transferred into the city's reserves, D.C.'s economy is growing rapidly, and sources in the Wilson Building are expecting another surplus when the CFO release its quarterly estimate later this month.

Tonight's address begins at 7 p.m. at the Sixth and I Historic Synagogue in downtown D.C.
