Organizers of a problem-plagued, military-style 12-mile endurance race in Frederick say they're offering refunds or other compensation to thousands of people after the weekend event was cut short.
Frederick Police Chief Kim Dine says organizers of the Mid-Atlantic Tough Mudder didn't stick to their traffic plan. He says they weren't prepared when 20,000 people showed up Saturday for what was to have been a two-day event.
Mayor Randy McClement shut it down after traffic jams caused some people to abandon their cars on the shoulder of U.S. Route 15.
McClement says that if the group wants to return next year, they'll need to plan better.
Tough Mudder spokeswoman Jane Di Leo says the event will be back.
