Environmental advocates are worried that the Chesapeake Bay cleanup will be hampered by a lack of funds.

The foundation says Maryland is more than halfway toward meeting its goals, but state lawmakers must provide dedicated funding for upgrading sewage treatment plants and stormwater systems. Policies also must be changed to manage pollution from sprawl development.

The foundation sued the EPA over the slow pace of restoration efforts, but settled after the agency undertook the new federally led bay restoration effort.
