Rep. Jim Moran (D-Va.) says the U.S. should put more money into cyber security.

The 9/11 attacks were a wakeup call for the nation, but Moran says there's still progress to be made.

"We are only slowly learning the lesson that we need to be proactive and not so reactive," he says.

After the attacks, Congress pumped billions of dollars into physical security measures, but Moran says a future attack may come from hackers who attack the nation's cyber infrastructure.

"Which is probably where we ought to be focusing our resources," Moran says. "We need to get ahead of the curve and not behind it, which is what we normally do."

Experts say a successful cyber attack could be devastating to the nation's economy.
