The SHA is accepting bids for the projects that will eventually add lanes and widen the intersections at Rockville Pike and Jones Bridge Road, Rockville Pike and Cedar Lane, and Connecticut Avenue and Jones Bridge Road.
The first phase will cost $11 million, and the SHA believes it will eventually be reimbursed by the federal government, but there are no guarantees.
An SHA spokeswoman says the decision to move forward is a small risk, because $11 million isn't a lot of money for roads, and there are some state funds they can use.
The first project that will be completed is moving the utility lines at the Rockville Pike-Jones Bridge Road intersection. That's scheduled to be completed by next winter.
