The report says the officers who used lights and sirens to escort Sheen from Dulles International Airport to a performance in Washington last April did nothing wrong.

The report's authors say they weren't able to independently verify that the officers were speeding on the way to the concert hall, even though Sheen posted a picture on Twitter that appeared to show a speedometer registering about 80 mph.

The report makes 11 recommendations for such escorts, including ensuring that Metropolitan PD collaborates with neighboring law-enforcement agencies, which did not happen in Sheen's case.
