Council member Mary Cheh before being arrested Wednesday at a protest on Capitol Hill.

U.S. Capitol Police arrested Cheh and seven other women protesters on Constitution Avenue, right next to the U.S. Capitol.

Protesters have been blocking traffic in both directions.

The protest began at 5:30 p.m. Wednesday in Upper Senate Park, across the street from the Capitol. The protest is about the House of Representatives' bill Wednesday that would permanently ban the District from spending local dollars on abortions.

The provision, which is part of a larger House bill targeting abortion funding across the country, passed in the House Wednesday. But organizers say they do not expect the Senate to take it up. President Obama has also issued a veto threat.

This protest and the arrest follow April's protests on Capitol Hill in which Mayor Vincent Gray and about 40 others were arrested by Capitol Police.
