Five witnesses were supposed to testify, but only one made it. Council members say Sulaimon Brown and another witness have been intentionally dodging council subpoenas.
Sulaimon Brown is the former mayoral candidate who claims the Gray campaign paid him cash and offered him a job for his help during the mayoral campaign.
Another pair, Howard Brooks and his son, have said through lawyers they would plead the fifth, and therefore wouldn't be here.
The last witness backed out because of a medical condition.
So the focus has been on the sole witness: former interim Human Resources Director Judy Banks, who testified previously about her role in the hirings. Council member David Catania accuses Banks of perjury, testifying about her role helping an agency's director son get a job.
Banks says it was the fire chief who first approached her, but the testimony of three other witnesses and an email chain contradict that.
Banks says her original testimony is correct, as far she can recall, to which Catania responded, "I don't know why you continue to dig yourself into a hole."
