Police say they are still looking for the 18-year-old that escaped New Beginnings Youth Development Center in Laurel, Md., on Monday. Authorities say the teenager attacked a guard and then used that officer's vehicle to escape.

Neil Stanley directs the city's Department of Youth Rehabilitation Services, the agency in charge of New Beginnings.

"I can't speak to prior administrations as to why the facility was built the way it was, but I can tell you that the mayor has made it very clear that it is his priority, and we are taking action right now in real time to make sure that incidents like don't happen," Stanley says.

City officials say the escaped teenager has been spotted by police in Southwest D.C.
