ANNAPOLIS, Md. (AP) A legislative committee has decided to increase a fee that car dealers are allowed to charge for paperwork related to buying a new car. The state is expected to generate $6 million a year at first from the fee increase from $100 to $200.

ANNAPOLIS, Md. (AP) A plan to establish a high-tech investment fund has advanced to the full House for consideration. It would give companies $100 million in tax credits for an estimated $75 million return to the state.

SMYRNA, Del. (AP) A man has been sentenced to six months probation and must give up his two dogs and a cat after being convicted of felony cruelty to animals. Fifty-nine-year-old Edward J. Green was convicted of killing his neighbor's dog in October.

BALTIMORE (AP) A young, makeshift starting rotation that has an 0.69 ERA this season is being credited for being undefeated so far in the first four games of the Baltimore Orioles' season. It's the first time they've had that kind of a start since 1997.

WARWICK, Md. (AP) Authorities say a large wind-swept fire has ripped through a poultry farm in Warwick, burning buildings and drawing more than 100 firefighters. Cecil County officials say the fire broke out about 7:30 last night at the ISE America farm on Sassafras Road, and was brought under control about 11 p.m.

GRASONVILLE, Md. (AP) Maryland watermen plan to hold their second meeting on crab management alternatives. Watermen meeting tomorrow in Grasonville are working with the Environmental Defense Fund and the state Department of Natural Resources.
