Gray Returns To 'One City' Theme In State Of The District Address

For more than an hour, Gray hammered home some of the same points that helped carry him to victory. He says that while parts of D.C. are enjoying unparalleled growth and success, some communities, particularly those east of the Anacostia River, are struggling.

"The truth is the growth in our city has been a miracle for some, and a mirage for others," says Gray. "For those left behind, the picture I have painted of the city's successes is not a self portrait, but something closer to a foreign landscape. You can gaze at it admiringly, but it does not look like anything in your neck of the woods."

To help spur growth east of the Anacostia River, Gray says his administration's number one focus will be getting people back to work, and he mentioned several new developments that are being built in those neighborhoods.

Gray also talked about creating so-called green jobs, which he says will be helped by a recent law requiring strict environmental standards for new buildings.

The mayor did not directly mention any of the distractions or scandals that have surrounded his young administration during his speech, but he promised the government will, as he puts it, take seriously the notion of public trust and accountability.
