The University of the District of Columbia has floundered in recent years with a reputation for poor infrastructure, low morale and NCAA investigations into the athletic department.

Since 2008 Sessoms has been trying to turn around the school. He doubled tuition, changed the open-enrollment policy and created a community college.

But with a budget crisis looming, Sessoms has had to strategize on how to move forward.
