Virginia Governor Gives State Of The Commonwealth Address

Virginia's 2011 General Assembly session is underway, and Gov. Bob McDonnell will deliver his state of the Commonwealth address Wednesday night.

McDonnell is expected to focus on the GOP themes of "smaller government, stronger economy" -- and a continued effort to slash state spending.

He'll also be revisiting some unfinished business from 2010: He'll introduce a revised version of his plan to privatize the state's liquor stores to raise money for transportation projects.

The new plan would only privatize retail liquor sales, while keeping wholesale liquor sales under state control.

The governor is also pushing a plan to borrow $3 billion to complete infrastructure projects while interest rates and construction costs are low.
