Barbara Duncan has been the chief of more than 200 officers with the Mount Vernon Police Department near Yonkers, N.Y., since 2008. She will become Salisbury's 10th police chief when she starts the job on Nov. 15, leading a force with half the manpower of her previous position.
Residents are hoping Duncan can stem the Maryland city's rising violent crime rate. The spike in crime and gang activity are what reportedly forced former Police Chief Allan Webster into retirement last December.
Since Webster's retirement, the department has been run by an interim chief who many thought was a shoe-in for the full-time job.
