    RICHMOND, Va. (AP) Gov. Bob McDonnell has declared a state of emergency to help prepare for Hurricane Earl. The governor's declaration allows additional resources and staff to be positioned ahead of the storm.

    RICHMOND, Va. (AP) About 200 members of the Virginia National Guard are being sent to Hampton Roads for Hurricane Earl duty. Troops are expected to begin arriving in the area tonight and be ready for duty tomorrow morning.

    FORT BELVOIR, Va. (AP) U.S. Army officials say foul play is not suspected in the death of a soldier whose body was found at Fort Belvoir. The Army's criminal investigation command says the soldier was reported missing about 10 a.m. Monday.

    RICHMOND, Va. (AP) Electronic cigarettes that look like the real thing and but don't contain tobacco are gaining steam despite calls for a ban of the battery-powered devices. E-cigarettes are plastic and metal devices that heat a liquid nicotine solution in a disposable cartridge, creating vapor that users inhale.
