By September of 2011, more than 6,000 Army workers will be relocated to the Mark Center in Alexandria, an area with sparse bus service, just off I-395, miles from the nearest Metro station.
Their moving is part of the Army's Base Realignment and Closure - or BRAC - process.
Many of these jobs are now based out of Crystal City, an area with plentiful public transit options.
Abi Learner, with Alexandria's Department of Transportation, says to keep up with all these new commuters, the city's roads and highways will need up to $80 million in improvements.
"The city would like for the Army to either pay," he says, "or help identify how these improvements are to be paid."
The Defense Department didn't immediately respond to our phone calls for this story.
Local Congressman Jim Moran is holding a town hall meeting next month to discuss future traffic problems at the Mark Center.
