The Campagna Center is a non-profit organization that funds early childhood education. But it's also the group that puts on a popular holiday parade known as the Scottish Walk. President Karen Hughes says she's troubled by the city's plans to charge for the cost of traffic control and police security after she's spent a year organizing it.

"They do nothing but show up on the day of the parade, and reap the benefits," says Pat Troy, head of an Irish group known as the Ballyshaners that puts on the annual St. Patrick's Day parade. He says the city's attempt to collect costs is misguided.

"I say shame, shame on these people. You know, we are the goose that lays the golden egg," he says.

Troy says he's still trying to raise the money to pay for 30 percent of this year's parade. Next year, he'll be responsible for paying 50 percent of the cost.
