NORFOLK, Va. (AP) Virginia has lost its bid to exempt uniformed active-duty military members from high-occupancy vehicle lane restrictions in Hampton Roads. The Federal Highway Administration says specific criteria must be met before a vehicle transporting only a driver may travel in the HOV lanes.
