RICHMOND, Va. (AP) Gov. Bob McDonnell says he's holding Virginia out of the President Barack Obama's Race to the Top program because it would lower Virginia's curriculum standards. McDonnell also said on MSNBC's "Morning Joe" show that the new federal program puts additional mandates on states.
