Virginia House and Senate committees will release two-year budget proposals this afternoon. Their plans to close a projected $4 billion shortfall are expected to be at odds with each other and with a plan released by Gov. Bob McDonnell.

McDonnell proposed more than $2 billion in cuts, including reductions in funding for education, health care and social services. The House Appropriations Committee will incorporate most of McDonnell's suggestions but will likely reject five unpaid days off for state employees the governor proposed. The money to avoid the furloughs would come from a revenue increase projected by the McDonnell administration.

The Senate Finance Committee is expected to make deep cuts and may support furlough days. But the senate plan will likely reject many of the cuts McDonnell recommended for public education.

Final votes on the bills are set for Thursday.
