Outrage In V.A. Over Kaine Budget

Part of the budget proposal left behind by former Governor Tim Kaine has county leaders in Northern Virginia outraged.

To save money, Kaine has proposed freezing something called the L.C.I. or Local Composite Index. The formula determines how much funding school districts get from the state.

"I think Northern Virginia feels betrayed. Its obviously unfair," says Prince William County Board of Supervisors Chair Corey Stewart.

He says for the first time in decades, the formula was set to shift in Northern Virginia's favorite would mean $19 million more for Prince William County for the coming year.

Kaine has said freezing the L.C.I. helps most counties in the state.

Stewart says if the new Governor and state legislators don't reverse Kaine's proposal...

"There's going to be hell to pay," he says. "Were going to demand this, and if they don't do the right thing there's going to be a lot of Northern Virginians angry especially people in the school system."

Neighboring counties have even more at stake. The new formula would bring an additional $60 million to Fairfax. Board Members there say they'll fight right alongside Stewart for the funding.
