D.C. Delegate Eleanor Holmes Norton says Congress may need to approve special funds to help the people of Haiti deal with earthquake recovery.
Norton visited Haiti back in 2008 as part of a Congressional Black Caucus Delegation. That year Congress also passed legislation to help the people of Haiti sell their products here in the U.S. And Holmes Norton says she was already seeing signs of improvement.
"Now that setback has not been a decade or 50 years," she says. "This is probably 100 years setback to a country that has grinding poverty just making its way slowly out of the worst poverty in the hemisphere."
Norton says she and other black Caucus members have a long history of fighting for American help for Haiti. As a result, she says Obama Administration officials are giving them regular updates about the situation.
The new rules create a long-awaited regulatory framework for what has become a popular and industry made up of over 150 food trucks.
