It's the third time this year Virginia's State Corporation Commission has ordered Dominion Virginia Power to lower its fuel rate. Starting this week, the rate will be less than three cents per kilowatt hour.
For the average homeowner's monthly power bill, that amounts to a decrease of almost $4. But bill payers in Virginia shouldn't start rejoicing just yet. Two surcharges also go into effect this week. Dominion requested the surcharges to cover the costs of new power plants it built this year.
The surcharges will nearly wipe out the savings from the fuel rate decrease.
