Virginia Governor Tim Kaine told the General Assembly yesterday that the state's revenue is $ 1.5 billion lower than previously projected. This is the fourth time in the last year that Kaine has lowered his revenue projections.

State Delegate David Englin, a Democrat who represents Alexandria, says he's not sure how to fill the budget gap. "We're at a point now where there really is no fat to cut from the Virginia budget," he says.

The Governor says layoffs of state employees are imminent. Delegate Bob Brink, a Democrat from Arlington, says more layoffs are likely to affect all services in which citizens interface with state government.

"It's likely that if you have any kind of question that you need to call into the tax department about," he says, "Your service is going to be delayed."

Governor Kaine is expected to announce details of his proposed cuts early next month.
