Capitol Bomb Plotter Promised 'Martyrdom Payments'

Amine El-Khalifi, the 29-year-old Moroccan immigrant implicated by the FBI in a plot to bomb the U.S. Capitol, was allegedly offered so-called "martyrdom payments" to compensate his family.
