District Celebrates Emancipation Day

Saturday is the anniversary of the day in 1862 when President Abraham Lincoln signed an act that freed thousands of slaves in the District, nine months before the broader Emancipation Proclamation. Since the 16th is a Saturday this year, the city holiday is being observed Friday. As a result, D.C. government is closed and other changes are in effect as well.
